SUMMARY:ClimateXchange: How States Can Secure a Clean and Reliable Grid
DESCRIPTION:As our buildings and transportation become progressively electrified and new energy intensive facilities come online\, states must engage in robust planning to ensure this load growth is supplied by clean energy. Our transmission grid today is aging and fragmented\, but states have a variety of policy tools at their disposal to plan for a clean\, reliable\, and affordable energy future. These tools include the creation of transmission authorities\, which are state entities dedicated to facilitating the planning\, financing\, and stakeholder engagement of transmission infrastructure deployment\, and the development of energy resource zones\, which are strategic locations where energy resources like wind or solar are abundant and key infrastructure investments could connect them to the grid. We’ve convened a panel of experts to explore how states are using transmission authorities and energy resource zones to ensure clean energy resources can connect to the grid and deliver reliable\, affordable energy. Our speakers include: \n\n\n\nCathy Boies\, Director at Gridworks\nAbby Watson\, Co-Founder and President of The Groundwire Group\n\n\n\nRegister

SUMMARY:ClimateXchange: Data Center Impacts - Electricity
DESCRIPTION:As rapid data center growth continues to drive electricity demand across the country\, strains on the power grid could increase electric bills for all ratepayers and threaten reliability. Some parts of the country are predicting energy supply shortfalls due to data centers\, and without strong regulations ratepayers could be forced to bear the cost of grid upgrades necessary to accommodate the extra load. Additionally\, without more transparency into how many proposed data centers will actually get built\, regulators have a challenge in proactively planning for potential growth. \nState policymakers have unique jurisdiction over the retail electric system and a wide range of tools at their disposal to help combat these risks. From deploying clean energy and establishing consumer protections to requiring transparency and lessening the risk of stranded assets\, states are exploring solutions to manage data center load growth across the country. We explore these solutions in Climate XChange’s upcoming State Policy Toolkit for Data Center Regulation on Electricity Affordability and Reliability. \nIn this webinar\, we’ll review the impacts of data centers on electricity affordability and reliability\, and what policy tools are available to states to protect ratepayers and the grid. Our speakers include: \n\nMcKenna Beck\, the Ralph Cavanagh Climate Solutions Fellow at NRDC and author of At the Crossroads: A Better Path to Managing Data Center Load Growth\, who will provide a deep dive into how and where data centers are straining electric grids\, as well as a survey of emerging state responses to bolster energy affordability while advancing clean energy.\nJordan Gerow\, Director of Policy and Research at Climate XChange\, who will explore policy tools and examples included in Climate XChange’s soon-to-be-released State Policy Toolkit for Data Center Regulation: Electricity Affordability and Reliability\, including large load tariffs\, load flexibility\, and better contracting and siting processes to promote the deployment of clean energy.\n\nRegister

SUMMARY:ClimateXchange: Data Center Impacts - Water
DESCRIPTION:As data centers continue to threaten local resources\, ratepayers\, and communities\, understanding how these facilities impact water supply and infrastructure is essential. State policy actors have a vast array of tools and policy mechanisms for regulating water usage\, discharge\, and water service costs\, and requiring data disclosure and analysis to protect their water resources. We explore solutions for safeguarding states’ water resources in Climate XChange’s State Policy Toolkit for Data Center Regulation on Water Impacts. \nWe’re convening a webinar to review the water impacts of data centers\, what water efficiency technologies are available\, and how state policy can mitigate adverse impacts to water supply\, quality\, and costs. Our speakers include: \n\nMargaret Cook\, Vice President of Water and Community Resilience at the Houston Advanced Research Center (HARC)\, who will provide a deep dive into how data centers use water for cooling\, where there are impacts to water systems and planning\, and which water efficiency technologies are available to mitigate adverse impacts.\nKristen Soares\, State Climate Policy Network Manager at Climate XChange\, who will provide tools and examples from the recently released State Policy Toolkit for Data Center Regulation on Water Impacts\, covering state policies to protect local water supply and quality\, require disclosure on adverse impacts\, and utilize financial tools to fund water conservation and protect ratepayers\n\nRegister

SUMMARY:Third Act: Guest Speaker: Daisy Maldonado & Project Jupiter
DESCRIPTION:Monthly Meeting: Guest Speaker Daisy Maldonado\nThird Act Actions Lab is excited to host Daisy Maldonado\, educator\, facilitator\, and former Director of the Empowerment Congress in Dona Ana County\, New Mexico. Daisy will share her experiences and insights fighting Project Jupiter\, a fast-tracked\, massive and controversial $165 billion AI data center campus in Dona Ana County. This will be a a fantastic opportunity to learn about the fight against data centers on the frontlines and engage in a Q&A.  Project Jupiter is one example of an increasingly common phenomenon: giant data centers built quickly in poor communities\, bypassing consultatation and regulatory processes. \nDaisy has been an advocate for community programs and organizations that put people at their center and shift power to those most impacted by unjust systems. Her grassroots approach to systemic change challenges society’s ideas about immigrant populations and the contributions that Colonias play in community leadership. Her work uplifts and equips people with the tools necessary to lead and voice their concerns. Her work significantly creates hope for the next generation of our community. \nRegister

SUMMARY:ClimateXchange: Revoking the Endangerment Finding
DESCRIPTION:What Happens Next and How States Can Take Action\nOn February 12\, EPA issued a final rule rescinding the 2009 Greenhouse Gas endangerment finding. This decision to revoke the basis for the majority of EPA’s regulations on GHG emissions\, including for industrial and power plants\, as well as vehicles\, will be fought in court. Significantly\, how the agency argues that it is empowered to rescind the finding will have profound impacts for where this case resolves\, and what the future of federal climate policy looks like. \nJoin us for expert presentations on how rescinding the endangerment finding affects federal climate law\, what to expect during ongoing litigation against EPA\, and how states can still achieve climate progress in the absence of federal regulation. \nOur expert panel includes: \n\nJanet McCabe\, former Deputy Administrator for the U.S. EPA\nJoe Goffman\, former Assistant Administrator for the Office of Air and Radiation\, U.S. EPA\nHana Vizcarra\, Senior Attorney\, Earthjustice\nMarvin C. Brown IV\, Senior Attorney\, Earthjustice\nJordan Gerow\, Policy & Research Director at Climate XChange\n\nRegister

SUMMARY:ClimateXchange: Exploring Effective State EV Charging Policy
DESCRIPTION:Transportation is the highest emitting sector for greenhouse gases in the United States. Light-duty vehicles are the largest source of these emissions\, making the transition from gas-powered cars to electric vehicles critical for reaching climate goals. Amidst federal rollbacks on EV policies and incentives\, states will be essential in securing a cleaner\, smarter transportation future. One of the main challenges to electrifying the transportation sector lies in the deployment of accessible\, reliable EV charging infrastructure at home and on the go. \nJoin Climate XChange and Plug In America for a webinar exploring how states can expand EV charging infrastructure across the country. Policy experts Alexia Melendez Martineau and Jess Senger from Plug In America will join us to review effective approaches to both home and public EV charging\, the interplay between federal and state EV charging programs\, and lessons for states looking to design and implement equitable\, effective EV charging policy. \nRegister \n

SUMMARY:ClimateXchange: Where States Stand on Data Centers
DESCRIPTION:Where States Stand on Data Centers: Exploring Climate Impacts and Policy Approaches\n\nEnacting effective data center regulations has been a key priority for climate and energy advocates in 2025. Without meaningful policy guardrails\, unchecked data center development threatens water resources\, energy affordability\, grid reliability\, and public health. Each state faces its own unique landscape of challenges\, requiring advocates and policymakers to prioritize different factors in their legislative approaches to regulating these facilities.Join Climate XChange and Resources for the Future for a deep dive into the impacts data centers have on communities\, where those impacts might be felt most deeply across the country\, and what policy mechanisms are available to regulate these issues.
