DESCRIPTION:When: 6:30pm MT Monday November 24\, 2025 \nSpeaker: Tom Singer\, Principal for TOS Advisors (Bio below) \nWhere: 350NM Speaker Series on Zoom: Register \nDescription: On September 22\, 2025 Governor Lujan-Grisham held a press conference to tout that New Mexico had “slashed emissions by half compared to Texas” due to our methane rules. But what’s really going on? Do New Mexicans know how much methane the oil and gas industry emits to the atmosphere every year\, and what emissions trends have been? Is the state meeting the reduction targets established by the Governor in her Executive Order 2019-003 “Addressing Climate Change and Energy Waste Prevention”? Tom Singer will walk through how the Governor’s announcement sought to change the conversation — from absolute emissions reductions to relative reductions\, aka methane intensity. He will review the systems that are in place at the federal and state levels for measuring and reporting oil and gas methane emissions. He will also explain the role of the state’s Greenhouse Gas Inventory in tracking methane emissions. Finally\, Dr. Singer will explore what’s next for New Mexico methane policy\, including the state’s forthcoming 2025 Climate Action Plan and prospects for a new rulemaking to require the level of emissions reductions that are needed from oil and gas. \nThomas O. Singer is currently the Principal for TOS Advisors\, a policy advisory practice focusing on energy\, climate\, and economic transition. His current projects\, in partnership with 350NM\, include reforming the State Investment Council’s approach to ESG to reduce investment in fossil fuels; just transition for the Four Corners Region; continuing to advance regulation of oil and natural gas industry GHG pollution; and NM electric utility policy including the upcoming Blackstone bid to acquire PNM. \nDr. Singer previously served as Senior Policy Advisor for the Western Environmental Law Center and as Energy Program Senior Advocate with the Natural Resources Defense Council\, where he led the team that published “Leaking Profits”\, a seminal work on reducing methane emissions from the oil and gas industry. Dr. Singer has also served as the Director of Research for the Western Governors’ Association\, as energy policy analyst for Governors and legislative committees in Alaska\, and as a graduate-level International Business Professor. He holds a BA from Harvard University\, an MBA from Stanford Business School\, and a Ph.D. in International Business from George Washington University.

DESCRIPTION:What: Speaker Series: Moving From Concern To Activism with Methane \nWho: Don Schreiber \nWhere: Zoom preregistration LINK \nWhen: 6:30pm MST\, January 27\, 2025 \nDescription: When Jane and Don Schreiber moved from Farmington to their retirement home & ranch in northwest NM south of Dulce in the San Juan Basin things looked good. Then the oil drilling rigs started showing up. Because they did not own the mineral rights under their ranch\, there didn’t seem like there was much they could do. \nDon had a lot of trouble putting his concerns about methane and emissions into action and was kind of a one-man-band for a long time. Don will share with us his journey moving from concern to activism. He hopes what folks might see is the possibility of action being started by an individual\, and hopes his transition would inspire/reinforce others to hang in there and move their concern to action. \nToday\, Don is widely known as “Methane” Don and respected by the state oil and gas regulators and advocates in the environmental community. When Hilcorp\, the well owners on their ranch\, break the pollution rules\, there are now consequences. In October 2024\, Hilcorp was fined $9.4M for violations resulting from Hilcorp’s failure to reduce emissions during well completion operations in NM. At last\, state and federal regulation of the oil and gas industry is beginning to improve. To step back from the climate change tipping point\, NM and federal agencies have rolled out tougher methane emission standards to rein in the oil and gas industry. Are the new rules going to be enough? Will they be enforced? \nAntoinette Reyes will help us answer these questions with a review of why methane is such an import GHG\, the background and recent changes in federal and NM methane regulations and regulation enforcement. And how these changes may or may not move us toward IPCC goals and goals set by our governor’s Executive Order 2019-003 to reduce NM statewide reduction in GHG emissions of at least 45% by 2030.\n\nAntoinette’s presentation will be followed by a Q&A and discussion.\n

Green Stormwater Infrastructure/Low Impact Development (GSI/LID) integrate climate adaptation strategies into stormwater management. This might not sound exciting\, but reusing stormwater runoff as an asset to support trees and other landscapes in our high desert environment can make all the difference. \nA recent partnership between the Albuquerque Councilor Tammy Fiebelkorn\, and the Arid LID Coalition resulted in the unanimous adoption of a complete streets ordinance that includes green stormwater infrastructure practices. Councilor Fiebelkorn will explain how she worked with the skeptical council majority to embrace this forward looking water management ordinance. The presenters  will discuss what GSI is\, how it supports climate adaptation strategies\, and what the new ordinance will change.
